Most strata and body corporate managers know fire compliance is important. Very few can describe what AS1851-2012 actually requires them to verify, document, and retain across a portfolio — and even fewer have a single record that proves it.
When SL 2025-17 takes effect on 13 February 2026, the AFSS sign-off in NSW carries personal exposure. The records sit in inboxes, on technician phones, and inside PDFs nobody opens — until a Land & Environment Court matter forces somebody to find them.
Each obligation below maps to a specific clause. A 'yes' without documentation is still a no.
Under SL 2025-17 (effective 13 February 2026), owners corporations — and their strata managers — must maintain essential fire safety measures in strict accordance with AS1851-2012. Enforced with on-the-spot fines and Land & Environment Court liability.
Under the BFSR 2008 and QDC MP6.1, building owners must maintain prescribed fire safety installations. The QBCC enforces with fines and licence action — and class-action exposure is rising sharply post-Grenfell remediation.

Records must be retained and immediately accessible on-site for a minimum of 7 years. PDFs buried in an inbox do not satisfy the 'readily accessible' threshold.
Critical defects: verbal before the technician leaves site, written within 24 hours. Non-critical: within one week. A generic service report does not satisfy this.
Monthly services completed outside the ±5 working day window trigger mandatory Non-Conformance logging. These liabilities compound silently across a portfolio.
A structured Yearly Condition Report — separate from invoices — is required per fire protection system, confirming approved design and listing all outstanding defects.
Annual end-to-end interface testing across sprinklers, HVAC, smoke exhaust and door release — one of the most frequently missed requirements.
Inspect / test / maintain work must be carried out by a person holding the correct QBCC fire-protection occupational licence class for that activity — not just a company licence.
The occupier must lodge an annual Occupier's Statement confirming critical installations have been inspected and maintained — supported by evidence the lessor can produce on request.
Critical defects must be notified to the occupier within 24 hours and a written report issued. A verbal handover on-site without follow-up does not discharge the duty.
Maintenance records must be kept at the building for at least 2 years and produced for inspection on request. Cloud archives off-site alone do not satisfy this.
Maintenance must restore each installation to its approved design state. Substituting equivalent products without engineering sign-off creates a non-conformance.
